State OTC Coverage Toolkit

This Toolkit is intended to serve as a guide for state advocates to advance coverage of over-the-counter (OTC) contraceptives through legislation and builds upon the amazing work led by advocates in the 11 states that already have OTC coverage policies on the books. This toolkit provides background information, a brief history of state OTC coverage laws, model legislative language, answers to frequently asked questions, and additional resources that may be useful in legislative advocacy. This is a joint project between the National Health Law Program (NHeLP) and Free the Pill.
